WTPF-26: Online Open Consultation (March – June 2025)
The open online consultation is a critical piece of the WTPF-26 process. It provides an opportunity for all stakeholders and concerned parties to provide meaningful input and feedback on the draft reports, which is then discussed during the IEG meetings.
This consultation is open to everyone – including the IEG-WTPF-26 experts, individuals, organizations, academia, industry representatives, the technical community, and civil society.
How to Participate in the Consultation
This consultation on the third draft of the Secretary-General’s report to WTPF-26 is open to everyone – including the IEG-WTPF-26 experts, individuals, organizations, academia, industry representatives, the technical community, and civil society. You can contribute your views and feedback on the report in three simple steps:

Background
Pursuant to Resolution 2 (Rev. Bucharest, 2022), the 2024 session of ITU Council decided through Decision 641 that the seventh WTPF will be convened in 2026 (WTPF-26) on the following theme:
“Accelerating an inclusive, sustainable, resilient, and innovative digital future: In this regard, the WTPF-26 will discuss opportunities, challenges, and policies to address the following:
- bridging digital divides, particularly on gender and age as well as skills and connectivity
- green digital transformation: climate change and environmental sustainability
- resilience of telecommunication/ICTs
- space connectivity
- strengthening ICT-centric innovation ecosystems and entrepreneurship”
Preparatory Process
In accordance with Resolution 2 (Rev. Bucharest, 2022), discussions at WTPF-26 shall be based solely on a single report by the ITU Secretary-General, and contributions from participants based on that report, prepared in accordance with a procedure adopted by the Council and based on the proposals of Member States and Sector Members, and on the views of Associates, Academia and stakeholders.
The procedure for preparation of the report by the Secretary-General is set out in Decision 641, and requires the Secretary-General to convene a balanced, informal group of experts to assist in the process of preparation of the report (IEG-WTPF-26). The IEG-WTPF-26 was convened in October 2024 and had its first meeting on 7-8 October 2024 where the first draft outline of the report was discussed.
