Why deliver a statement

Shape the discussion Statements contribute directly to Working Group discussions on each of the five draft Opinions, influencing the Forum’s final outcomes.

How statements work

  • Opening Ceremony | Tuesday, 9 June | 09:30
    The Forum opens with the presentation of the Secretary-General’s Report, setting the context for all Working Group discussions.
  • Scene-setting panels | Per draft Opinion
    Discussion on each of the five draft Opinions opens with a scene-setting panel before the floor opens for statements and debate.
  • High-level statements | 3 minutes each
    High-level participants deliver formal statements. Slots are allocated per ITU Protocol on a first-come, first-served basis, with priority given to Ministerial and CEO-level interventions.
  • Open floor discussion
    All registered Forum delegates are invited and encouraged to contribute to the open exchange of views that follows.

  • Who can deliver a formal statement?

    High-level participants — typically at Ministerial or CEO level — are invited to request a speaking slot. All registered delegates may participate in open floor discussions without needing to request a slot.

  • How long is each statement?

    Statements are limited to three (3) minutes per delegation.

  • How are speaking slots allocated?

    Slots are allocated in accordance with ITU Protocol and on a first-come, first-served basis. Priority is given to Ministerial and CEO-level interventions. Early submission is strongly recommended.

  • When will provisional time slots be published?

    Speaking slots can be reserved on the WTPF-26 website. For further information, please contact wtpf-statements@itu.int.
